The Ministry of Citizen Protection and the Superfund have moved forward with the major tender for the ID system.
The subject of the tender is the new Integrated Security Document Information System (ISDIS), which will support the new generation of police ID cards and the digital authentication of citizens.
The tender concerns a project with a total estimated value of €515.4 million including VAT, or €415.6 million excluding VAT.
The project includes the development of a national electronic citizen authentication system, compatible with the European eIDAS 2.0 framework and the European Digital Identity Regulation.
At the core of the design is the creation of a“Citizen Identity Hub,”that is, a central interoperability hub for citizen identification services, as well as the ability to provide approved electronic signature certificates to Greek citizens.
The new system will cover the entire cycle of security document issuance: from the collection of biometric data and supporting documents to the management of applications, the personalization of documents, and the quality control of new ID cards and other security documents. The main implementation phase is expected to be completed in 18 months.
The contract has a particularly long timeframe, as the project’s completion will be followed by a 10-year operation and maintenance period, with the option to extend it for up to five additional years.
The process will proceed through a competitive dialogue, a choice that—as stated in the call for tenders—was deemed necessary due to the technical complexity of the project and the need to explore the best technological solutions available on the market. The tender will proceed in two phases: initially, the pre-selection of candidates, followed by dialogue with the participants and the submission of binding bids.
The Hellenic Corporation of Assets and Participations (Superfund) serves as the contracting authority through its Strategic Contracts Unit, acting on behalf of the Ministry of Citizen Protection.
The deadline for submitting applications to participate is June 25, 2026
