According to a joint decision by the Deputy Minister of National Economy and Finance, Georgios Kotsiras, and the Governor of the Independent Authority for Public Revenue, George Pitsilis (A.1110/2026), the new regulatory framework for obtaining a license as a professional customs representative (“customs broker”) and for registration in the relevant Registry has been established.
More specifically, the new decision specifies:
- The procedure for obtaining a professional customs representative license for natural persons, as well as for legal entities or associations of persons, with a clear definition of the required conditions and supporting documents.
- The procedure for registration in the Register of Customs Representatives for persons established in Greece, in other Member States of the European Union, or in third countries, specifying the necessary requirements and supporting documents.
- The procedure for registration in the Register of persons who performed customs clearance operations in accordance with Law 718/1977 until July 14, 2022.
- The designation of the competent customs authorities for the supervision of professional customs representatives, as well as for the maintenance and updating of the Register.
- The establishment of digital submission and management of applications for registration in the Register and the granting of licenses through the AADE digital portal “My Requests.”
- The establishment of the terms and conditions under which third parties may handle part of the customs formalities in cases of force majeure, following the granting of special authorization.
The new regulatory framework is based on the principles of transparency and certification, in accordance with the international standard for the professional competence of customs representatives (ELOT EN 16992), the European standard for the accreditation of bodies certifying persons (ELOT EN 17024), and the approval of professional or trade associations by the Independent Authority for Public Revenue (AADE).
