The Ministry of Digital Governance and Artificial Intelligence has opened a public online consultation on the bill to implement the European Artificial Intelligence Act (AI Act) into Greek law.
According to the relevant announcement, the bill, titled “Measures for the Implementation of Regulation (EU) 2024/1689 of the European Parliament and of the Council of June 13, 2024 (Artificial Intelligence Regulation)—Amendment of Law 4961/2022 and Other Provisions,” has been open for public consultation since June 21, 2026.

The proposed bill represents an important step toward the safe and responsible use of artificial intelligence, while ensuring the protection of citizens’ fundamental rights.
The bill’s main objective is to introduce a robust regulatory framework that enables the implementation of the AI Act within the Greek legal system, while creating the appropriate conditions to foster innovation, protect citizens, and enhance the competitiveness of the Greek economy.
At the same time, the provisions of the bill establish the necessary national mechanisms for implementing the AI Act.
Specifically:
- The Hellenic Data Protection Authority is designated as the central market supervisory authority and national contact point for the implementation of the AI Act.
- The National Telecommunications and Post Commission assumes the role of the notifying authority.
- An Artificial Intelligence Coordination and Expertise Center is established to support the effective implementation of the new framework.
- An Artificial Intelligence Regulatory Sandbox is established, providing startups and small and medium-sized enterprises with the opportunity to develop and test innovative applications under real-world conditions and with government support.
- A mechanism for submitting and managing complaints is being established, along with a system of administrative sanctions to effectively ensure compliance.
- A unified registry of artificial intelligence systems used by public sector entities is being created, enhancing transparency, accountability, and public trust.
- The role of the Artificial Intelligence Observatory is strengthened with regard to monitoring the implementation of the National Artificial Intelligence Strategy.
The Ministry of Digital Governance, taking the EU regulatory framework seriously into account, has already charted a specific course of action with the establishment of the Special Secretariat for Artificial Intelligence and Data Governance, whose main focus is the design, coordination, and implementation of a comprehensive policy framework for the use of artificial intelligence and data governance in the country.
The draft law represents a significant step toward the country’s digital transformation, as Greece moves toward the timely and comprehensive implementation of the European framework for Artificial Intelligence, combining the protection of citizens with the promotion of innovation and entrepreneurship.
