By decision of the Alternate Minister of National Economy and Finance Nikos Papathanasis, a call titled “Actions for the Energy Upgrade of Public Buildings according to energy performance criteria” was issued for the submission of proposals to the NSRF program “Environment and Climate Change 2021-2027” .
The call is addressed to entities such as Ministries, Legal Entities under Private Law supervised by Bodies of the Central Public Administration, Municipalities, Legal Entities under Public Law supervised by Bodies of the Central Public Administration, and each beneficiary may submit one proposal with a maximum budget of 5,000,000 euros plus VAT.
Within the framework of the action, interventions are envisaged to improve the energy performance of public buildings, with emphasis on particularly energy-intensive, emblematic buildings of special cultural and historical significance.
Indicative interventions include:
- the energy upgrade of building envelopes such as the addition of insulation,
-the replacement/addition of frames and glazing with new certified, high energy performance ones,
- the energy upgrade of electromechanical installations,
- the integration of RES,
- the installation of high-efficiency combined heat and power units (CHP-excluding fossil fuel CHP)
- the upgrade of natural/artificial lighting systems,
- the installation of energy management systems, etc.
The objective of implementing the energy upgrade interventions will be to meet the minimum energy performance requirements (energy category B) or, if this is economically and technically feasible, to upgrade them to a higher energy category.
Achievement of the energy target will be ensured through the conduct of an energy inspection by an Energy Inspector both before and after the implementation of the interventions.
The relevant projects must meet one of the following conditions:
a) at least a medium-scale renovation, as defined in Commission Recommendation 2019/786, (which renovation leads to 30%-60% primary energy savings) or
b) at least a 30% reduction in direct and indirect greenhouse gas emissions compared to ex ante emissions.
The broader objective is to accelerate the renovation of existing buildings by 2050 and to support the modernization of all buildings with smart technologies.
