The out-of-court mechanism returned to high rates in September, marking the tool’s full return to normality after the traditional seasonality of August, the Ministry of National Economy and Finance notes in its announcement.
New successful settlements reached 2,237, of which 496 were carried out based on the mandatory participation of creditors, while the initial debts that were settled amount in total to 640 million euros. This is a performance at a six-month high, both in terms of the number of settlements and the total amount of the initial debts they concern.
Cumulatively, up to and including September, 70,244 successful settlements have now been carried out, corresponding to initial debts totaling 21.21 billion euros.
Particularly significant is also the activity on the out-of-court mechanism platform, with the initiation of new applications in September on the platform also recording a six-month high, reaching 7,493. At the same time, final application submissions amounted to nearly 2,986.
Social protection – Settlements for vulnerable persons and persons with disabilities
The participation of financially vulnerable households continues to maintain a positive sign. In September, 270 successful settlements of vulnerable debtors were carried out, of which 32 concern Persons with Disabilities (PwD).
As the ministry emphasizes, in the same month, through successful inclusion in the out-of-court mechanism, 651 auction suspensions were achieved, ensuring substantial protection of citizens’ property during the process.
Bilateral settlements with Financial Institutions
In August, bilateral loan settlements with the 4 largest Financial Institutions (Intrum, Cepal, DoValue, Qquant) also continued—at an expected low pace. In total, settlements amounting to 164 million euros were carried out, corresponding to 2,080 debtors.

For the more effective use of the available debt settlement tools, the General Secretariat of the Financial Sector and Private Debt Management provides nationwide service by video call or by phone, by appointment, either through the special platform, or by phone at 213.212.5730.
Already through this service, since the beginning of 2026, a total of 35,131 appointments have been carried out, with a particularly high level of citizen satisfaction.
