The new regulation issued by the Independent Authority for Public Revenue (AADE) provides for amendments to Decision A. 1161/2026, to adapt the process to the requirements of the 2026 EAE application process, address practical issues and clarify the requirements for farmers and application submission agencies.
The decision was taken following consultation with application submission agencies and a second teleconference with the 700 authorised agencies, held on Friday, 9 October, in the presence of Rural Development and Food Minister Margaritis Schinas and AADE Governor Giorgos Pitsilis.
The new decision by AADE Governor Giorgos Pitsilis provides for the following:
Changes to individual EAE deadlines
The deadline for submitting the EAE is 30 October 2026.
Deadlines for submitting changes and amendments have also been updated, depending on when the original EAE was submitted and whether an advance payment is scheduled. Specific deadlines are also set for Rural Development Interventions, Eco-schemes and Coupled Income Support.
Specifically:
A. General deadlines for amendments
For farmers who submit an EAE by 30 October 2026 and make any changes to the application by 10 November 2026, those changes will be taken into account for the advance payment by 30 November 2026.
For farmers who submitted an EAE by 25 September 2026 and made any changes to the application by 10 October 2026, those changes will be taken into account for the advance payment by 31 October 2026. In all other respects, these farmers may also make any changes to their 2026 EAE up to and including 10 November 2026.
B. Specific deadlines for amendments
Amendments relating to Rural Development Interventions may be submitted by 16 November 2026.
Amendments to requests at parcel level relating to Eco-scheme interventions may be submitted by 11 January 2027, except for cases involving public grazing land, for which the deadline is 31 January 2027.
By 31 January 2027, farmers may: a) enter supporting documents issued by 31 December 2026 relating to Eco-scheme interventions and Coupled Income Support; b) submit amendments to requests relating to Eco-scheme interventions at parcel level, exclusively for public grazing land.
By 31 March 2027, farmers may: a) submit amendments to requests at parcel level relating to Coupled Income Support interventions; b) enter supporting documents issued from 1 January 2027 up to and including 28 February 2027 relating to Coupled Income Support interventions; c) enter amendments relating to Eco-scheme interventions based on checks using Area Monitoring System (AMS) technology.
Geospatial overlap set at 55% – handling KAEK that cannot be verified
To address objective difficulties in identifying properties and facilitate the correct submission of the EAE, without removing checks on declared areas, the minimum geospatial overlap between the digitised area and the declared KAEK has been reset at 55%.
The decision also provides that, subject to specific conditions, KAEK that cannot be verified for objective reasons may be taken into account, provided the reason for the failed verification is stated on the myAGRO platform.
To this end, the new decision includes a specific annex listing indicative documents that may be used to substantiate reasons why an ATAK and/or KAEK cannot be matched, such as a purchase, inheritance, gift or parental grant, and other cases.
Documents application submission agencies must keep in the supporting file
The amendments to Decision A. 1161/2026 provide for the following:
There is no requirement to keep in the supporting file data retrieved from other AADE or third-party information systems. An application submission agency may keep it for its own protection in case the farmer disputes the accuracy of the application.
In all cases where KAEK and/or ATAK are exempted, if the farmer does not provide the EAE submission agency with relevant supporting documents, it is sufficient for due diligence purposes for the farmer to submit a solemn declaration to the agency through gov.gr or with their signature certified. (A sample declaration, to assist farmers and EAE submission agencies, was published on Thursday, 8 October 2026.)
Deadlines for application submission agencies to provide supporting files to AADE
The deadlines for agencies to submit supporting files to AADE as part of an audit have been extended as follows:
The digital supporting file must be sent to AADE within two working days of the relevant request being sent.
Items that may be kept in hard copy only, such as topographical plans and the full Livestock Holding Register, may be sent within five working days of the relevant request being sent.
More professionals eligible to submit EAEs
The range of professional categories of individuals who may undertake EAE submissions on behalf of farmers has been expanded to include ichthyologists registered with the Geotechnical Chamber of Greece (GEOTEE).
Force majeure and exceptional circumstances
A specific provision has been added for cases in which a farmer dies during 2026, allowing an heir to submit the EAE after the Tax Registry has been updated as required.
Finally, the list of required supporting documents has been updated for each case.
An AADE circular will also be issued later today on the obligations and responsibilities of farmers and EAE application submission agencies, updating the answers to 70 questions from the agencies following the amendment to Decision A. 1161/2026.
