The Management Committee of the Engineers and Public Works Contractors Fund (TMEDE) has announced its financial results, prepared under International Financial Reporting Standards, for the financial year from 1 January 2025 to 31 December 2025.
The results were released after the independent auditors had completed their audit and issued the corresponding audit report, with no reservations.
The 2025 financial results reflect the Group’s steady and dynamic growth, operational efficiency and stronger financial base.
Growth in key indicators confirms TMEDE’s expanding role as a comprehensive organisation supporting entrepreneurship, financing and the sustainable development of the engineering and construction sector.
The financial results for the year from 1 January 2025 to 31 December 2025 are as follows:
Turnover reached €14.78m in 2025, compared with €13.08m in 2024 and €11.98m in 2023, up 12.98% year on year and approximately 23.3% over the three years from 2023 to 2025.
Revenue from guarantee letters reached €13.86m, up 15.59% on 2024.
EBITDA stood at €8.58m in 2025, compared with €6.75m in 2024 and €5.68m in 2023. It rose 27.20% on 2024, while over the three-year period EBITDA increased by approximately 51.18%.
The EBITDA margin improved further to 58.07%, from 51.58% in 2024 and 47.36% in 2023.
The Fund’s total pre-tax profits, including gains from shares, interest and other sources, reached €17.81m, compared with €14.66m in 2024, an increase of 21.50%. Total post-tax profits stood at €15.83m, against €12.77m in 2024, up 23.98%.
Equity reached €191.51m, compared with €152.73m in 2024, an increase of 25.39%, further strengthening TMEDE’s financial position by €38m.
The approximately 51% increase in EBITDA over the three-year period is particularly significant. It outstripped the corresponding rise in turnover of approximately 23%, lifting the EBITDA margin from 47.36% to 58.07%.
This performance shows TMEDE’s ability to turn increased activity into stronger operating profitability, alongside a significant strengthening of its capital base during the current financial year, a trend expected to continue in 2026.
Initiatives to strengthen its lending role
TMEDE continued to strengthen its institutional role and its members’ liquidity through modern financing tools and initiatives.
In cooperation with the Hellenic Development Bank, it extended and upgraded its lending programme for a further year, until the end of 2026, through the “HDB-TMEDE Guarantee Fund”.
Each eligible borrower can access more working capital through bank loans, with the amount increased to €400,000 from the initial €200,000.
The Fund guarantees 80% of the financing to banks. As of 31 August 2026, approximately €64m had been granted to 445 small and medium-sized engineering and construction companies.
TMEDE Microfinance Solutions continued its strong growth in 2025, issuing loans of up to €25,000 through its pioneering digital platform.
By 30 June 2026, the company had disbursed approximately €23m in total to more than 1,040 professionals, start-ups and small businesses.
A major milestone during the year was the use of the TEPIX III Microcredit Fund, managed by the Hellenic Development Bank, to offer new financing products on the market’s most competitive terms.
TMEDE also offers specialised insurance cover with member benefits.
These group professional indemnity and life and health insurance schemes have been developed in cooperation with insurers Allianz and Generali.
In 2025, TMEDE continued to play an active and strategic role in shaping the country’s new financial landscape as a shareholder in CrediaBank.
Its investment is directly linked to its strategy of broadening financing opportunities for engineers, contracting and design firms and, more broadly, small and medium-sized businesses in the engineering and construction sector.
A new era for TMEDE Portfolio began in 2026 with the launch of a new digital platform, marking a significant step forward in the organisation’s digital services and giving member borrowers access to a modern, integrated and secure digital environment.
Through its innovative digital portal, TMEDE Portfolio provides 24/7 access to services, speeds up and simplifies processes, offers personalised updates on the progress of applications, and provides a complete, traceable record of transactions.
Actively integrating ESG criteria into TMEDE’s business strategy
Sustainable development is now an integral part of TMEDE’s strategy, and the organisation is continuing to integrate ESG criteria more extensively, strengthening transparency, accountability and responsible corporate governance.
The Sustainability Strategy is organised around three interconnected pillars: Sustainable TMEDE, through the development of an internal Sustainability Management System and systematic monitoring of ESG data; Sustainable Members, through information, training and the development of ESG self-assessment tools; and Sustainable Projects, through the gradual assessment of the sustainability risks and opportunities associated with projects supported by its guarantee products.
Under the environmental pillar, TMEDE operates an Environmental Management System in accordance with ISO 14001:2015 and adopts practices to limit environmental impacts, improve energy efficiency and strengthen climate resilience.
In 2025, its headquarters recorded consumption of 541,374 kWh of electricity, 178,226.92 kWh of natural gas and 756.29 m³ of water.
Under the corporate governance pillar, TMEDE has a structured framework for oversight, risk management, internal control and regulatory compliance.
It operates certified systems under ISO 9001, ISO 37001 and ISO 37301, a zero-tolerance policy on bribery, mechanisms for reporting and investigating misconduct, a conflict-of-interest policy and a personal data protection framework.
No incidents of corruption or bribery, regulatory non-compliance or loss or breach of personal data were recorded during the reporting period.
A flagship initiative was the 2nd TMEDE International Conference, entitled “Redefining the Future Horizons – Designing Tomorrow’s Sustainable Strategies”, held on 9 and 10 December 2025. It identified infrastructure resilience, tackling water scarcity, the rational management of natural resources, green growth and financing, and the need to adapt the production model to new climate, technological and financing conditions as key priorities.
Commenting on the financial results, Konstantinos Makedos, chairman of TMEDE’s Management Committee, said:
“The 2025 financial results confirm that TMEDE’s financial and operational performance continues to strengthen. The increase in turnover, the growth in EBITDA and, above all, the steady improvement in the EBITDA margin over the past three years reflect the momentum of our activities and the improvement in our operational efficiency.
With a clear and consistent focus on the principles of cost-effectiveness and sustainability, we are broadening our ability to support the engineering and construction sector and strengthening TMEDE’s financial base. We continue to invest in modern financing and guarantee solutions, empower young professionals and small and medium-sized businesses, and create meaningful and lasting value for our members and the wider sector”.
