The signing of a memorandum of understanding (MoU) between the National Development Fund, the Hellenic Development Bank of Investments (HDBI) and Mubadala Investment Company, an international investment organisation based in Abu Dhabi, opens up new prospects for attracting international investment capital to Greece and for cooperation with international investment organisations.
According to the announcement, the agreement was signed on Thursday, 22 October 2026, at the Investopia conference by National Development Fund Chief Executive Giannis Papachristou, Mubadala Executive Director of Government Partnerships Meera Al Suwaidi, HDBI Chief Executive Antigoni Lymperopoulou and Chairman Charis Lampropoulos, in the presence of Deputy Minister of National Economy and Finance Nikos Papathanasis.
Under the terms of the memorandum of understanding, the National Development Fund joins the existing cooperation framework between HDBI and Mubadala, established in 2022, to facilitate Mubadala’s participation in investment opportunities involving:
- Companies in HDBI’s portfolio and investment funds in which it participates.
- Companies or projects linked to the National Development Fund’s portfolio.
- Other co-investment opportunities considered from time to time by HDBI and the National Development Fund.
The agreement strengthens the National Development Fund’s role in mobilising private capital, working with international investment organisations, making use of public assets and creating long-term value for the Greek economy.
Commenting on the signing of the MoU, National Development Fund Chief Executive Giannis Papachristou said: “Cooperation between the National Development Fund, Mubadala and the Hellenic Development Bank of Investments expands the scope for co-investment in Greece and strengthens the prospects for delivering investments with long-term growth potential.
The Fund’s evolution into an active investor is a central pillar of its strategy. Through partnerships with international investment organisations, we aim to mobilise additional capital, draw on specialist investment expertise and help create sustainable value for the Greek economy and society.”
Meera Al Suwaidi, Mubadala Executive Director of Government Investment Partnerships, said: “Bringing the National Development Fund into Mubadala’s longstanding partnership with HDBI builds on our strong presence in Greece and broadens the range of investment opportunities we can explore together.
By combining our international experience and networks with our partners’ local expertise, we will continue to support businesses with strong commercial prospects, pursue sustainable financial returns and contribute to Greece’s long-term economic growth.”
HDBI Chairman and Chief Executive Charis Lampropoulos and Antigoni Lymperopoulou said: “Expanding our longstanding and successful cooperation with Mubadala, and bringing the National Development Fund into the existing cooperation framework, creates new opportunities to attract international capital to the Greek economy.
HDBI remains committed to its mission of acting as a bridge between domestic businesses, investment vehicles and international investors, improving access to finance and accelerating the growth of innovative, internationally focused businesses. This cooperation confirms the confidence that leading international investment organisations have in our country’s prospects and helps build a stronger investment ecosystem.”
Investopia Mediterranean was held in Athens for the first time. The international economic and investment forum brings together political and business leaders and investors from Greece and the United Arab Emirates to explore opportunities in infrastructure, energy, transport, tourism, technology and private investment.
The National Development Fund was a strategic partner of the event.
