The government is putting in place a funding “bridge” worth €43.34 million to complete energy upgrades in homes approved under the “Exoikonomo 2021” and “Exoikonomo 2023” programmes but not covered by the Recovery and Resilience Facility.
The measure, which targets 2,711 homes, will transfer outstanding investments to the 2021-2027 NSRF.
The relevant call, issued on 20 October by the Ministry of National Economy and Finance, provides for co-financed public expenditure of €43,343,038 through the “Environment and Climate Change” programme and the Cohesion Fund. Of this, €30,934,749, or 71.4% of the total budget, is allocated to “Exoikonomo 2023”, while €12,408,289, or 28.6%, is allocated to “Exoikonomo 2021”.
The transfer of the projects to the NSRF will support the completion of the two programmes, the first phase of which was co-financed by the Recovery and Resilience Facility. This is therefore not a new application round for homeowners, but the continuation of already approved investments with a different source of funding.
Based on the budget and the target of 2,711 homes, the available public expenditure amounts to €15,988 per home. The scheme covers nine regions: Attica, Central Macedonia, Thessaly, the Ionian Islands, Epirus, Eastern Macedonia and Thrace, the Peloponnese, Western Greece and Central Greece.
Western Macedonia, Crete and the Northern and Southern Aegean regions are not covered by this funding call; a separate funding route through the Just Transition Development Fund is planned for them.
Eligible measures include windows and doors, thermal insulation, shading, heating and cooling, hot-water systems and smart energy management, with fossil fuels excluded. Funding also covers energy audits, the Electronic Building Identity, advisers’ fees, permits and VAT.
Homes must be upgraded by at least three energy-efficiency classes and achieve primary energy savings of more than 30%. The call sets targets of 48,257 MWh in annual energy consumption and estimated emissions of 44,951 tonnes of CO₂ equivalent.
Implementation involves the NSRF Executive Structure of the Ministry of Environment and Energy, the Technical Chamber of Greece and the Hellenic Development Bank. Applications may be submitted until 31 December 2026, with the possibility of the call closing early if funds are exhausted. The deadline for completing projects and for expenditure to be eligible is 31 December 2030.
