Almost half, on average, of the measures and actions that had been included in the government program of the Recovery and Resilience Fund “Greece 2.0” were implemented, with the data showing that the great development opportunity was lost through this program, which is nearing its end.
The data were presented at a press conference given by the PASOK press spokesperson, Kostas Tsoukalas, the parliamentary representative and head of the Economy-Recovery Fund sector, Pavlos Geroulanos and the head of the party’s Economic Sector, Giorgos Palaiodimos.
“Never has the country received such a large package of funds as that provided for by the Recovery Fund”, Mr. Geroulanos stated characteristically, in order to highlight the magnitude of the problem arising from the non-implementation of the targets.
As indicative examples of initial targets that were removed from the program, they presented:
Measure 16898 – Water supply projects.
Measure 16909 – Infrastructure / Establishment of a national disaster risk management strategy.
Measure 16283 – Implementation of regional civil protection operations centers (PEKEPP) through PPPs.
Measure 16834 – Development of 5G networks providing coverage of all Greek motorways.
Measure 16962 – Submarine fiber optic cables.
Measure 16945 – Creation of childcare units within large enterprises.
Measure 16621 – Extroversion of Greece’s research and innovation ecosystem.
Measure 16954 – Interventions for the upgrading and reorganization of the system and infrastructure of the Greek railway network.
Measure 16950 – Electronic tolls, and many others.
Correspondingly, examples of measures whose targets were reduced:
Measure 16285 – Investments in the national irrigation network through PPP programs.
Measure 16996 – Installation of energy storage for the further penetration of RES.
Measure 16291 – Digital transformation of tax and customs authorities.

Measure 16957 – Strengthening the capacity of the financial system to overcome pre-existing challenges and finance the real economy.
Measure 16630 – Northern Road Axis of Crete (VOAK).
Measure 16999 – Restoration of accessibility after the devastating effects of the storms “DANIEL” and “ELIAS”, Measure 16982 – Organizational reform of the railway sector.
